Perhaps TU11 can see the following changes?
Suicide bombers on Challenging and higher remove all armor and 90% of health which I then immediately burn out and die. No I do not use a revive hive because I use an assault drone and the second slot for either stinger hive, jammer pulse or riot foam. Regardless, this is and has always been overpowered or we are just underpowered.
Jammer Pulse Duration on Hounds with MAXED out skill build/duration is what 4/5 seconds? You can't even get out of cover and start running towards a server with more than half of your cooldown before the hounds are blasting you and taking 3/4's of your armor with each shot! Why is this a thing? Is it a PvE/PvP issue yet again? Sure, use the Tech skill and an emp grenade for longer duration and hope the hounds are bunched up or the adds are all dead while no weapon damage because you are running a skill build.
Not taking the time to grab my calculator and determine what percentage of the first attribute is actually the same as the Core, but in my opinion not only should it be 75% to 100% but some of the gearsets should probably be revisited at some point as well. Personally, I would shuffle Providence around and make headshot the third? I'm not an expert at the gearsets but it does seem some of these things are strange and thus this brings us to the crafting bench and the recalibration station....
Make the crafting bench and recalibration station more viable options. If Ubisoft wants us to keep playing the game, i.e. keep grinding for better gear by implementing rainbow gear which didn't exist before WoNY to the best of my knowledge, or at least not to this extent that it does now. Then make the grind for resources up to the players so we can build our own gear at the crafting bench to experiment with and then recalibrate it for all reds, yellow, blue or hybrids. I mean, seems like a problem solved to me. If you give the power to the player, then they will keep playing to experiment with new and creative builds for a new meta. How does this hurt anyone in PvE? Or for that matter, how would it hurt anyone in PvE if everyone has the chance to craft and max their builds in the recalibration station.
Now you just need to address our skills to either last longer or do more damage because 5% drone damage is peeing against the wind in a tornado. Our assault drones get shredded when they go into a group of 5 or 6 elite npc's with mini-gun smg's.
Last suggestion because I am finding it hard to find enthusiasm would be give an armor/health buff across the board if you refuse to balance the damage output from the enemy npc's. I am losing 3/4's of my armor from 3 shots on heroic due to a pistol on a red bar. Seriously, this is insane.
