It doesn't need to. They can design it that just have it unlocked. Anything that I can currently get I have no problem refarming. In order for me to go back I need to delete a character. That's a lot of time and effort to erase then to reacquire everything that I've accomplished so far. This feels like another lazy maneuver to make players redo content. The L1->L39 visual library should be instantly unlocked for all players that are already at L40.
I forgot about those players that have already 4 characters created. Deleting 1 because they're too lazy to add that part of the code or can't increase the stash space without crashing the entire Ubisoft infrastructure so that players won't utilize other characters as mules is not a wise game design decision.
