Fractal Design Define R6 USB-C Blackout case
    Intel i9-9980xe @ 4.4ghz for 24/7 use (water cooled)
    128gb GSkill TridentZ DDR4 3866 RAM
    2TB Samsung 970 Evo M.2 NVMe
    Asus WS x299 Sage motherboard
    2 x EVGA RTX2080ti
    Asus RTX NVLink bridge

    Logitech G910 Spark Keyboard
    Logitech G502 Hero Mouse
I resolved my issue. The aftermarket heatsink over my Samsung NVMe M.2 2tb had popped loose. So, instead of helping to cool it, it instead blocked the air to it and the drive was throttling due to over temp. Just ironic timing with the GE patch I suppose.

    Hi,

I think it is meaningless to respond (or argue) to all you have written. I have only this question:

For the last 10 years MSI Afterburner can do it.... If you do not know where to turn it on, it does not mean that it does not exist.
I am not blind. If you are the expert; where do you enable it? Or does it work only with 1660 model?

And BTW, I have GTX 1060 and the bottleneck is my CPU, definitely not GPU. Just to shut you up.

I wanted to show you where to turn ON the diagram in MSI, but you ordered me to shut up. So, sit without a graph.
The man with a picture above showed to you a little wrong.
This is not turn on a graph in the background of the game.

This diagram MSI Afterburner working in background with all/any video cards for the last 10-12 years
Polling frequency is 6000 -20000 milliseconds.

This is NOT about The Division game, so, I shut up.

    I have GTX 1060

So what!? First U did not tel what card do you have
Now,. U did not tell 3 or 6 GB card you have.....If U have 3 GB memory - that is the reason of low FPS you have.
    Game eat 4800 - 5100 video memory.

    I have ► Intel(R) Core(TM) i5-2500К CPU @ 3.90GHz + GTX1660 (6 GB OC) + 16GB RAM+ SSD 512ГБ Toshiba.

I have 60 FPS on ULTRA everywhere, in open space and in UndeGround

The picture i send is in fact right. It enables a graph in the in-game overlay.

As you notice, he asked to display the FPS graph
    Start read from beginning.
I gave this and said to him that I have permanently 60 FPS on the base of graph

He asks how I do it in MSI Afterburner)))))

I forget about him. Play the game.
