    video frame drop/video suttering

I have strange issue, I can see 60FPS but video is not smooth.
I seems to loose every second frame.

I've been noticing this too. Ever since the patch to reinstate the Global Events (which I am very happy they did), I have been getting micro-stutters. Like you, it stays at 60fps at 4k but I get these tiny stutters that weren't there before. My PC is a HEDT with PLENTY of power.

Absolutely NO such problem as in video

I play at maximum settings in 1080Р with framerate limited at 65 and V-Sync is ON.
    Windows 7.
    Intel(R) Core(TM) i5-2500К CPU @ 3.90GHz + GTX1660 Ti OC Dual + 16GB RAM+ SSD 512ГБ Toshiba TR200
Frame processing time is great! 15-16 milliseconds, which shows that there are no delays.

Drivers 441.66 <== 'cause I was told on overclockers.com - it is the best drivers at the moment. I'm agree.... NO problem like in Video......

I played 6 hours and I just closed the game. Look at the graph
All 6 hours I had exactly 60 FPS

Change the frame rate to custom and set it to 160fps see how it runs then. if it is still running at 60fps then you need to check your GFX software isnt set to a fixed fps.
After unlocking the fixed fps my game runs smoother and PvP is better too.
You could also try setting VOIP to push to talk, running your mic in on all the time mode can create lag via the voice server.

BTW. Check out drivers/ There should be NOT economical but maximum performance

    @ mac-umatik

I wish I had your hardware. I would not have any stuttering with that spec. Otherwise I think that a video capture is no proof of fps.

What is your graphics quality settings? As I have i5 4460 and it is not capable to run at high settings. I had to downgrade to medium to avoid stuttering.

What is your graphics quality settings?
Of course everything is on Ultra + Textures processing in video drivers is NOT normal, but at maximum quality on "E:\Program Files\Tom Clancy's The Division\TheDivision.exe"

Check out the wall, everything is very clear and sharp

    Very
    No any kind of stuttering
Look at the graph above. I have permanently ~ 60 FPS with Vsync

Picture is good in the game

The image you posted shows you have frequent frame drops.
And how is it possible you can track fps? I have MSI Afterburner too and it is not able to display fps graph.
Sorry but I don't believe you.

The image you posted shows you have frequent frame drops.
I knew you would ask this question.
Yes. Of course. When I press Pause and sometimes go to smoke on my 22-nd floor balcony. The video card lowers the frequency and naturally, the fps drops.

I have MSI Afterburner too and it is not able to display fps graph.
For the last 10 years MSI Afterburner can do it.... If you do not know where to turn it on, it does not mean that it does not exist.

Sorry but I don't believe you
    OK! No problem
https://a.radikal.ru/a06/2009/aa/8eabc4e3874c.png <<= You can think that this diagram I drew in Paintbrush. It's OK!

As I have i5 4460 and it is not capable to run at high settings.
Since you did not specify the model of your video card, everyone has to think that you play on the built-in in the processor video card HD Graphics 4600, 1100 MGZ. So this is the answer to your question why you have such a low amount of FPS in the game.

Try to put my video card GTX 1660TI GDDR 6 (2050 mgz/15000 mgz) together with your CPU. Then, don't forget to write here how many FPS you've had now... 😎
