I've been noticing this too. Ever since the patch to reinstate the Global Events (which I am very happy they did), I have been getting micro-stutters. Like you, it stays at 60fps at 4k but I get these tiny stutters that weren't there before. My PC is a HEDT with PLENTY of power.

I play at maximum settings in 1080Р with framerate limited at 65 and V-Sync is ON.

Change the frame rate to custom and set it to 160fps see how it runs then. if it is still running at 60fps then you need to check your GFX software isnt set to a fixed fps.
After unlocking the fixed fps my game runs smoother and PvP is better too.
You could also try setting VOIP to push to talk, running your mic in on all the time mode can create lag via the voice server.
Of course everything is on Ultra + Textures processing in video drivers is NOT normal, but at maximum quality on "E:\Program Files\Tom Clancy's The Division\TheDivision.exe"What is your graphics quality settings?

Yes. Of course. When I press Pause and sometimes go to smoke on my 22-nd floor balcony.The video card lowers the frequency and naturally, the fps drops.
For the last 10 years MSI Afterburner can do it.... If you do not know where to turn it on, it does not mean that it does not exist.I have MSI Afterburner too and it is not able to display fps graph.

Since you did not specify the model of your video card, everyone has to think that you play on the built-in in the processor video card HD Graphics 4600, 1100 MGZ. So this is the answer to your question why you have such a low amount of FPS in the game.As I have i5 4460 and it is not capable to run at high settings.
Try to put my video card GTX 1660TI GDDR 6 (2050 mgz/15000 mgz) together with your CPU. Then, don't forget to write here how many FPS you've had now... 😎
