I started playing The Division 1 again like 2 months ago. It's sad to see how abandoned this game is on the PC. You are barely able to find anyone for endgame activities in the highest World Tier. I sometimes matchmaked for hours and still couldn't find any players. At this point, the game needs a sale or a Global Event to bring back people into the game or even get new people who have never played the game to try it out for the first time. The Division 1 is still a great game, especially considering it's age. I don't want to remember the game like this in a couple years. It's currently a ghost town. I don't know what the player base is like on consoles, but as for PC it's looking very, very bad!

I don't matchmake much, I rather go solo most of the time. But, when I do matchmake, it generally doesn't take long. I most often solo challenging. I have solo'd legendaries a half dozen times or so, but that is what I personally group for. Well, previously I grouped for the GE commendations but I've had them done for a long time on both accounts (each with 4 characters). I hear the huge exception to that is Last Stand DLC (PvP only). There is an obvious spike in players during Global Events; Myself included.
Most people are already at WT5, so getting a group for the more popular activities isn't that bad. You can also use the chat to put in LFG (looking for group), or the activity you are interested in. Seems the easiest to group is at the Challenging difficulty on missions, followed by Legendary. Not many seem to group for lower difficulties, at least from what I have gathered from the chat LFG messages.

Personally, I would refrain from the tactic of going around the lobbies and trying to add each person to the group. It flat annoys the he!! out of me and many other people I have talked to. I think people see a max gear score or high commendation score and invite. People who are having trouble in a mission I will sometimes join to help if they ask, but just last night I got invited by the same person 3 times in less than 2 minutes. He later asked for help on the chat. If he would have done that first, I would have helped. I have Tab mapped for the open/use command which is the same for the invite accept/decline buttons. This sometimes results in my joining a group by accident when I am trying to deconstruct an item.
Thank you for trying to help, but unfortunately some activities such as Incursions are not possible to solo. Legendaries do also take a lot longer when you solo them. I'm barely able to find anyone for a Legendary or Incursion through matchmaking on PC. It's just faster farming if you have a group. The suggested LFG thread has shown little to no activity in weeks and months. Thanks for the link to the schedule for Global Events though. That gives me a little hope for this games future on PC. The only incursion that I am positive can be done solo (as I have done it) is Falcon's Lost. You have to be creative since you can't shut down both buttons to give you that brief window. So you have to give them something else to shoot at while you plant the bomb ***cough throw turret or med box cough*** It seems Clear Sky can as well but I never liked it so wasn't keen on trying it solo. My guess is that it would majorly suck regardless. You can add me if you want to for another teammate option, that's fine. But, I'll say it in advance that a lot, if not most nights, I just hop on and do daily combat and daily crafting for the Div Tech to finish optimizing my last few builds on my last character (plus a few alternate builds). I generally hit it hard during GE's though. I have now surpassed 4k hours across my 2 accounts so I guess I shouldn't be surprised I am a little burned out. Weeknights I'll play sometime between 6pm CST and 10pm. Weekends, who knows... I too am on PC and I play with a mic, particularly for harder content. It doesn't sound like you are new to the end game, but I love to show people the ropes and introduce them to incursions too. Only CS do I ignore...
