I played Kenly College when it first came out. Because it was new, I wanted to see how it was. I didn't get the diamond back because there was a bug literally preventing me from getting it. I played it another time after the bug was fixed. This time I played it because my friends had not tried it yet. I got the diamond back that time. I never played Kenly College again. I used diamond back for less than a day. I have never used diamond back again.
Guess what though. I played a lot of discovery mode dark hours. Can't even get eagle bearer in discovery mode. I enjoy the raid much more than I enjoy Kenly College.

To Assume that no one will play the Raid because the EB drops elsewhere is short sighted as well.
People Don't just play Raids to get the gear then leave it alone and never go back, people play Raids for the content, to enjoy it, get better at it, for speed runs etc etc etc
Iv'e gotten some of the hardest to get weapons in Destiny etc etc (only obtainable by doing the Raids more than once) yet once gotten i still went back and played them again and again and that goes for many others, WHY? because they enjoy the actual content
People/Vetrans etc etc still play the Raids in D1 6 years after it's release even though they have everything from them)
You can go back to survival in The Division people still play that now (there is no prize/locked Exotics/Gear) people play it because it's Enjoyable content.
Simple fact is people will replay/play the content mostly for how enjoyable it is and not always for the prize within.
PS: As a side note to this post, No i don't have the EB/Regulas etc etc etc and i will never have them, and thats fine with me, iv'e never complained about not having them (iv'e even argued in Favour of them being kept inside the Raids)

Cadillac made an excellent and relevant point a couple of posts up. Players play and replay content they enjoy, not just for the rewards. I doubt that putting those exotics into the Raid(s) as exclusives have increased the numbers participating in the raids very much. If the players merely play the content for the reward then once they have it they stop doing it. The drop %chance is low enough to deter some from even bothering in the first place. Case in point: Kenley College is a brave attempt at doing something different but once done, and the reward obtained, it seems that very few players want to do it again.
The same thing happened in the Div1 DZ where all exotics except 3 useless ones (particularly useless ones, most of them were naff) were locked behind it. It didn't get players into the DZ, the old stat that goes around is true, up until patch 1.8 only 4% of the total player base actually extracted even one item. Patch 1.8 released all of the exotics into the LZ boss pool, this together with other improvements revitalised the game. Participation in the DZ went UP!
Based upon those observations I believe that locking exclusive exotics behind specific content is not a good idea, the content should be accessible, rewarding and enjoyable for the players, they should not have to be "coerced" into doing it. The more difficult the content, the better % quality chance (and the better % drop rate) the rewards should be.

Soo why in other games like , WOW, ESO ONLINE. Destiny 1/2 .Warframe - Exotics behind raid model it works , and nobody on the forum complains there, just here ??
That's why, because the Division community always wants to go the easy way, that's how it was in 1 and so is 2 - just to make everything easier and nerf
A lot of players have left division 1 because of this and the same is happening here because - casuals/solo players - they want everything for themselves - for their play style
Can't complete mission and the difficulty level - it's a nerf and crying in the forum, instead of optimizing your build well, it's always been the case
I don't know about those other games but tons of people complain in Destiny. PvP exclusive gear is constantly complained about. Raid exclusive gear might be complained about a little less. I have a counter example for you. Diablo 2. There are 2 places where you can get 99.99% of loot: Baal and Pindleskin. Baal is the most farmed because it also offers the most xp. Pindleskin does get farmed and is very easy. Pindleskin runs can take literally less than a minute.

If you go back and read what's ACTUALLY being said, you would see that what I'm arguing for is the betterment of the entire game, and is not at all unreasonable.
