Game has lots of talents, they are only available on chestpieces and backpacks. This drasticly limits the amount of talents you can have active, and not all talents as useful, such as reassigned that gives you 1 special ammo at random to your pistol every time you kill an enemy suffering from status effect with a 15s cooldown, i have yet to see a single human sould to use this talent, protected reload that gives you some bonus armor for your and your team when reloading is also not popular you see around and so on.
So suggestion is to take a bunch of those outs, put throw them around as extras in specializations and make it so you can only have certain amount active at hte same time of course, so people get a boost in power, they can customize their character further, makes gridning certain talents less boresome and obviously give people a chance to test some of these talents out. I mean you will never wanted reassigned talent on your chestpiece, but fi you could get it for free why not? hey it could let players try some crazy builds with gunslinger holster even
yeah, there are lots of utility talents that just cant compete in their slot. Honorable mentions like reassigned are tamper proof and explosive delivery. I think a pretty fair rule to decide which talents fit the description are talents that don't directly affect player's stats (damage, skill damage or health). Mad bomber, Reassigned, Tamper Proof, Explosive Delivery. Talents like braced, even though they don't really compete in the chest slot still wouldn't fit here because handling is still a DPS/Stats increase.
another options here besides making them into specs (which honestly would be the optimal solution)
- turn them into mods (maybe even skill mods for the deployable skill ones), as they are they're barely better than 10% headshot damage depending on the build. This would be the most flexible option of all, I think.
- add a third talent piece for those utility talents (masks?) and move them from both chest and backpack.

Or replace mod slot on gears by small talent.The dev replace all talent on gears by 2 big one, but for me all talent are too weak, so adding talent to skill tree is a good way, like in division 1.
For me the skill tree have no sence, because everyone have the same , everyone have 165/165 SP, so we really need talent on skill tree , like the 10% skill damage or 10% skill repair of the techn spec. So the idea of the OP is really good ,to put diversity in specialization tree.
I think this other topic also brings good points to validate reowkring some talents, as it lists them and we can see what could be used in specializations or not
