Game won't launch unless I delete cache

Just bought and downloaded Division 2 last night.. The game only runs if i delete the Uplay cache folder. When the game does run, its so slow i can't even do anything. The framerate must be at like 1fps its so damn slow. This is ridiculous.

    My Specs:
    AMD Threadripper 3970x
    128GB Ram
    RTX 2080TI

Is there a fix to this problem? I downloaded Watchdogs 2 and have the exact same problem with the game not launching unless I delete the uplay cache folder.

I hate to recommend this, but it does often work:

Reinstall everything. Uplay and the game. Display drivers too, while you're at it.

I can't guarantee that this'll fix it, but often times all a game needs is a clean install from scratch.

If you do decide to remove graphic drivers i highly recommend you use this: https://www.guru3d.com/files-details...-download.html

If you remove them the standard way they leave traces behind, the above link will remove all traces.....works perfect everytime for me.

NOTE: Read up on the guide first.

Before doing anything I'd check the task manager to see what's bottlenecking, e.g. is it CPU, memory, GPU, HDD or network? You can also try to 'verify files' before doing a full install.
