The game is not only possible at all difficulties, it is very much doable even in meager gear as long as the player isn't asleep at the keyboard drooling all over their mouse. Any build ... SE, DPS, D/T, Tank ... doesn't matter what you play, you can do it all.

I have to wonder if all of these gear system changes are just for the PVP environment. I don't see how the overhaul of the gear system with WONY was necessary for the PVE game.

I was ironic. The game is f*** stuped. Any brainless build can do any content except for legendary SOLO that require real strategy (unless you go for turret/drone, in that case you can do it blindfolded).
