Could this be part of a long term content support plan? It seems like if the upgrade is free is you get the current gen version, it seems like that the PS5, PC, and Xbox Series X versions may receive new content drops and future updates with more things after release similar to GTA 5 where it is exclusive to next gen due to hardware limitations. This would make sense especially if it is to keep us busy until the next Far Cry game. I hope this is the case as it would be very welcome to see this because Far Cry 5 had very little post-release support after the 3 DLCs came out. The last addition they made was the Blood Dragon asset drop for FC Arcade in September 2018.
Personally I have no desire to see Ubi milk a single far cry game for years on end the way rockstar has milked gta v, so if they just pumped out the 3 DLCs they've already committed to and moved on to creating the next game that's more than fine by me. This whole games as a service, long term support schtick is very confusing to me (as in, I'm confused why people want it to happen in more games.) The MP offerings of Far Cry games have never been good enough or frankly well received enough to sustain a long term commitment from Ubi. You can't continually support the game on a single player basis like rockstar supports GTA:O, because rockstar is raking in money from mtx to fund those expansions, but that wouldn't be the case with FC, for single or multi-player... it's not going to work for this franchise..
GTA has solely been single player until GTA IV had multiplayer. which wasn't that memorable. GTA2, Liberty City and Vice City stories were all LAN based and they don't even count. FCI, FCIE, FCIP and Far Cry 2 had a very long lifespan with players dedicated to multiplayer. People would still be playing after 3 to 4 years of each game's initial release. A handful of people still play FCIP and FC2 to this day. People are still playing Far Cry 5's Arcade on all platforms, especially the console versions. If Ubisoft kept updating Far Cry Arcade, it would've been more successful to those that have an interest in multiplayer. They advertised Far Cry Arcade pretty well, but they should've brought the complete package on release instead of just leaving us with only two game modes. Unlike GTA:O, you're not grinding for money. You just play and enjoy. If they give Far Cry 6 Arcade the same support they give to Rainbow Six Siege and For Honor and they managed to listen to the community, I can guarantee it will be successful as long as people don't badmouth it as much as they did for Far Cry 5's Arcade.

Far Cry Instincts and Far Cry Instincts Evolution came out on the original Xbox and you can see the graphical enhancements, especially the water, for Far Cry Instincts Predator on the Xbox 360. The same applied in Far Cry 4 which came out on Xbox 360 and PlayStation 3 as well as the Xbox One and PlayStation 4 counterpart. Models are more detailed, better draw distance and more objects are added in the environment. In fact, I saw this one graphic comparison of a woman who looked like a young girl on the Xbox 360 version but an old grandma on the Xbox One. The video is uploaded on 2011 on YouTube, but actually the video was made in 2005. With the trailer showing third person, that's completely gone and it's straight up first person unless you're spectating.
I think far cry instincts was the last time I enjoyed the MP in a FC game, however my point stands that FC MP will never be popular or successful enough to justify dedicated support over a multi-year lifespan as in GTA:O. They don't even do that for Call of Duty which has an active community that dwarfs FC's...
When Far Cry 5 just came out, there's a lot of people that played it. Had Ubisoft played their cards right and remained consistent like they did with Rainbow Six Siege for 5 years, it would've kept an even bigger active community. The audience for that game withered away well before support for it ended. Yes, I know. Like I said, if Ubisoft did it right, it would've. You keep repeating the word 'mediocre' and I don't need to be reminded time and time again. When Halo 3 brought in Forge mode to the series, it was popular. The problem with Forge is that it lacked a main key feature: Modifying terrain and you can only edit existing maps. I am fully aware that Ubisoft focuses a lot more on single player, but they always kept the map editor. It's been a staple to the series since the franchise's inception started by Crytek. I don't care how much you think of Far Cry's multiplayer is mediocre. If Forge can be successful on its own in addition to the dedicated online community playing its multiplayer for years, the same can apply to Far Cry. If Ubisoft played their cards correctly and kept some consistency, it wouldn't be so mediocre. You seem to have this mindset that Far Cry is never about multiplayer. I'm not trying to convince you otherwise, but you are really discounting and dismissing the amount of potential behind it. Rainbow Six Siege did not have a single player story mode like any of the past Rainbow Six games but instead you have a handful of tutorials set on multiplayer maps. Ubisoft focused on Rainbow Six Siege solely for multiplayer. Every year there's a roadmap for Rainbow Six Siege and they already have plans for Year 6. They even had roadmaps for the following games:
- For Honor
- Ghost Recon Wildlands
- Anno 1800
- The Division 2
- Ghost Recon Breakpoint
If Far Cry Arcade had the amount of consistent content updates like they did for games mentioned above, there will be more people playing them. It's unlikely Far Cry Arcade would ever top Rainbow Six Siege in terms of player count, but the potential of increased popularity is there.
I keep calling the MP mediocre because even with a 2 year content roadmap, if the gameplay itself is mediocre, people aren't going to stick around to engage in all that content. The dedicated map makers will be making maps for a shallow pool of players because until they realize they have to have a better than mediocre MP component, the map maker is going to be wasted potential.
