Make AI teammates with only one main weapon and one sidearm. It's pretty weird to have teammates with two main weapons and sidearms only for cosmetic purposes.
If the main weapon doesn't accept silencers, but the sidearm does, it switches to the sidearm when required.
During sync shots, teammates would assume distances corresponding to the range of their silenced weapons, even if that is a sidearm. The game itself would allocate the teammate with the longest range to more distant targets and vice versa. If any of them is still unable to execute the sync shot - e.g. too many enemies in the way - he says he can't comply with the order and it's up to the player to choose a viable target.
