Haven't got around to New Dawn, but fired it up today and they framerate is just horrific. Talking 22-40 at 4k no matter if it's set to low, medium, high or ultra. Thinking that it was maybe just this game, I started up Far Cry 5 and it's the same thing. When I last played that game I was on a 9900K and a 2080 Ti and it was very playable at 4k. Does the game engine struggle with high core count CPUs? Overall it hovers around 50% cpu utilization with the cores running at 4.2Ghz while the GPU is barely 50% utilized.
This is the only game of the 30 or so that I've played on this build that has issues. Other Ubisoft titles like AC Odyssey, Anno 1800 and Watchdogs 2 are fine.

I'm sorry that performance issues are hindering your enjoyment of the game. I appreciate that other games are working find, however could you please perform a clean boot and test the game again? Could be something in the background affecting the games.
I gave up getting this to run on my 3970X w/2080 Ti workstation. It runs fine on my 10700k w/2080 Super at 4k with the same quality settings. Find is strange that a weaker video card is able to get over 60fps consitently while the much more power 2080 Ti based system is getting low 20 - 40. Is this game just not able to run on a high core count CPU like Threadripper?
