Yes it means start from 0 IF the inside story is true.
They will ofc not redo any 3D world/models/artwork they have done, but anything in relation to gameplay made from 2017 to late 2019 is by definition moust likely purged.
Storytelling, who knows. Could be the original fortinte experience they refer to, you know, the coop wave survival story mode that they dropped 100% when they relesed the BR mode.
All i want is a game like AC blackflag where anything in that game not related to the ship combat is removed.
And they could get away whit it too as a new IP, no game like i described exists on the marked and the word still likes pirates.

You add land/platform elements then the players end up spending 90% of their time off the ships and on land at which point it’s just another bland platformer experience.
A good comparison in this case might be Sea of Thieves, which is overwhelmingly "personal combat" based. Even ship-to-ship combat in that game is just a matter of who can board the other ship first, for the most part.
