I bought the deluxe version of the game, created my first character and distributed some points that came with the quick start package. However, I regretted how I did the distribution and created a new character to redistribute the points in another way. It turns out that I deleted the first character and the new character did not come with the points and features of the quick start package. My question is this: does the quick start package have only one use? In my case, as I deleted the first character, will I no longer have access to the benefits?

That is correct - the quick-start package is a one-off only.
Don't worry though, you get more than enough points in the game - all that's happened is you'll take a little longer to get there.
