well ... if you aren´t willing to pay for them 7 levels a day seems about right , playing in challenging /heroic gives you that quite easily , for people playing on easier be glad you still can earn some while playing with no challenge at all.
i dont find this as bad as some want to paint it , once again seems people want everything for free , fast and in a silver plater , and then they would still complain about the apparell quality.
Lets look at this another way. There are a lot of people who have reach SHD Level 1000 or more, but at the same time there are plenty that have not. SHD levels have been out for about 4 months (someone can give me the exact number of weeks). I personally have only reached level 529. If people have not reached level 1000 by now, how can Massive think that they will get 148 levels for the event? I play 5-7 days a week for 2-5 hours on Challenging world, but that is not always me worrying about leveling. Sometimes I am helping others, target farming or just going through my loot and playing with builds.
I know many will say Heroic, Directives and such, but that may not apply to everyone. This is an apparel event. We are talking cosmetics, not High Level Gear. Make it a grind but an achievable grind for everyone.
Well, correct me if I am wrong, but the business goal is to generate revenue through micro transactions. In order to minimize the negative backlash which always comes with micro transactions, they make it possible to achieve without making a purchase.
So one shouldn't expect it to be easily achievable, because if it was then no one would buy the keys.
So, you either suck it up and do the grind or you just stop caring about what your character wears. I know some will find it hard to believe, but it doesn't impact the gameplay one bit (else it would be a pay-to-win situation). And exactly 1 person in the entire Division universe cares what your player is wearing -- and that is you. No one will see you in a safe house and say "wow, the coolest player in the world is right her in front of me"

It was 136 last season so theres really not any difference.
And you can easily get a key an hour if not more. its Only 2.1m XP per key and 3 control points on heroic with directives will get you about that not to mention doing activites. With just 4 directives on heroic, each activity is around 300k so its only 7 activies per key and they are like 5min things.
