I also have the same problem. Can't also link Twitch account too. Seems I won't be able to get Watch_Dogs 2. Oh well. I'll buy it when I will finish Watch_Dogs 1 then.
I will at least watch the stream, and I wish the Ubi team good luck in solving the connect problems
