What they should do is make Golem Island an explorable area and have the raid be an instance by itself that encompasses the original Golem Island itself.
Furthermore, they should decouple raid rewards by instead tying them to weekly completion of Faction missions.
I.e If you did Faction Missions 5 out of the 7 days you receive either enough currency to buy your own choice piece of gear (weapons would cost more) OR you can randomly give one. Duplicates should be excluded or should instead provide Ghost Coins.
This way, people have a reason to play after they've beaten the game. They can unlock more items they wouldn't otherwise have access to. It gives people goals.
Furthermore, it enables long term play by potentially being able to farm enough Ghost Coins from duplicates so that you could buy Cash shop items.
Wildlands has a fantastic end-game loop in this regard through the Daily Challenges.
Oh and also it would help in creating more rewards for this type of gameplay and it can start with making the M4A1 Assault | Valor , the survivor pack, the sacred land pack, etc etc be available for sale in the Store.
