    Assassin's Creed Syndicate Freezing/Stuttering

    The game is occasionally freezing for about 5-6 seconds. Happens maybe once every 1-5 minutes. Yeah, it's unplayable.
    While the game is frozen, I can still hear the sound in the game. The sound is not freezing, only the image. I can also at this point see the CPU spiking up to 100%, then going back down once it unfreezes. I haven't noticed the freezes happening while being close to specific objects or such, it appears to be happening randomly.

    Here's what I've tried:
    - Restarting game and PC
    - Turning off Nvidia Overlay
    - Turning off Ubisoft Overlay
    - Turning down all graphics settings to Low/Off
    - Turning V-Sync On/Off
    - Changing to a lower resolution
    - Changing between Fullscreen and Windowed
    - Changing FPS cap between 144/60

    My PC specs:
    OS: Windows 10 Pro 64-bit
    CPU: Intel i7 4770K
    RAM: 16GB
    GPU: Nvidia GeForce RTX 2080
    MB: MSI Z87-G45
    Game running on an HDD

    Notes:
    My graphics drivers and Windows updates are up to date.
    I do not have this issue in any other game I currently have installed, although I do recall having frequent stuttering in The Division 2 from time to time, however this game is far worse and with longer freezes.

    I rolled back to the previous nvidia driver:
