I don't own Warlords Of New York yet and I have a few questions should I decide to purchase it...
1. I have 3 playable characters. Can I leave my first character alone in Washington at Gear Score 515 and JUST use my second character in WONY to go Level 40? Or does buying WONY instantly change ALL my characters to the new WONY levels and stats whether I use them in WONY or not?
2. Once I buy WONY, how do I play with others who haven't purchased WONY? Do I just use the aforementioned Washington-only GS 515 characters or will the non-WONY players scale to my new Level 40 second character?
3. Does the WONY new Base Of Operations have it's own separate stash or will I be sharing the same space with my current White House stash?
4. Does WONY have it's own cosmetics pool? I swear I've seen videos of players with outfits that aren't currently available for non-WONY players. I could be wrong about this.
5. Does buying WONY allow me to upgrade my crafting bench to churn out BOTH Washington-only Gear Score 515 items AND WONY Level 40 items? I believe the current bench for non-WONY players only goes to Gear Score 505.
6. Since WONY Season 1 is about to end (or already ended) and Season 2 is now up (or about to start), will I have missed anything of real importance since I would just now be starting WONY?

1. Yes, any L30 characters will stay in DC and stay as-is.
2. You can use either character. People who don't have WONY will have some (not all) of their stats scaled up if you're using your L40 character. Nothing will change if you are using your L30 character. Note that the other player will NOT be able to play on the New York map with you.
3. Warlords has a BoO in NY that shares the same stash as your other characters.
4. There are some apparel items that come from Season One. However, all of your characters will be able to access these if you own Warlords.
5. No. Your L30 character can only craft (and equip) L30 gear. Your L40 character can only craft L40 gear. Gear score only applies to L30 characters.
6. You won't have access to the EMP Sticky skill initially. It might be possible to get this later during Season Two once the relevant unlock has been reached (not describing due to spoiler).

5. Not sure what the first part is trying to get to - crafting won't change for your L30/GS515 character. The only difference will be if you purchase the shared blueprints from Inaya to get access to blueprints you get in NY. However, any gear crafted by your L30/GS515 character will still be L30.
For the second part, gear crafted by your L40 character will be L40 with variable rolls. SHD levels have nothing to do with it.

AFAIK the only exception to this is hardcore characters, who have no interaction with non-hardcore characters at all, and thus have their own hardcore-only stash that's separate.
5. I don't know much about crafting, but SHD levels has nothing to do with it besides providing a one-time award of materials every 5 SHD levels.
If you are level 40, the gear you craft will be level 40.
