It's not that Luciano's abilities got worse. In addition to that, specific bonus heros that made an event relatively doable for most people at grandmaster level were swapped out for a useless character that doesn't make much of a contribution for the event's last mission.
The end result is that you have to do a whole lot more elite training or play at a lower level and spend more helix credits to get the same progression rewards you could get pretty easily 2 months ago and you also have to spend lots and lots of helix credits if you want to rank up the useless characters within the next few months.
Yes; the useless characters have purpose, but... (I'll let you draw your own coclussions as to what their true purpose is).

This is why I keep asking Ubi-Bunny about the enforcers nerfs and if they restore damage output...

I can't remember exactly which characters I used, but I was able to 3-star that final mission about a month ago. It was after the nerfs/increased difficulty, so I may be able to help you a little here.
I can confirm that I was able to JUST squeak through the final mission with Jean. Make sure you get him to 5-Stars and Level 50, along with his best equipment. It's the healing abilities that really kept him going, so maxing him and others out is critical.
As to the other characters... I think it was Gaspar and... an assassin? I think? A lot of the tricky jumps are difficult, but most of them only cause you to lose health if you fail them, rather than alert enemies, so it's not SUPER important to succeed on them, so...
I'll rewatch someone else playing that mission and update this post with more info.
EDIT: OK, yeah. Pretty much any assassin should do, so long as you have Gaspar and Jean. I'll randomly pick Jariya,but any Assassin who has the 'zipline' ability should work out. Let's go step by step!
Room 01 - Assassin character. Jump over spikes, kill enemy.
Room 02 - Assassin character. Assassinate enemy by jumping on them. Failing this, use Jean to do a jumping attack, then use his reflect ability and standard/healing attacks.
Room 03 - Assassin character. Assassinate/sneak past first enemy, kill second enemy using standard attacks. If your assassin dies here, restart the mission (if you want to 3-star the mission).
Room 04 - Gaspar. Use him to make the jumps. IT DOES NOT MATTER IF HE TAKES FAILS THE SKILL CHECK - he won't alert the enemies, so all he does is lose health, and he should have plenty.
Room 05 - Gaspar. Use him to make the jump straight across - DO NOT GO DOWN. Again, it's fine if he fails the skill check, he just loses health.
Room 06 - Assassin. USE THE ZIPLINE, then jump down. Again, restart if the character dies (if you're going for 3-stars).
Room 07 - Jean. Kill the enemy using standard/healing attack.
- IMPORTANT -
Before Room 08, use Gaspar to first get Jean up to full health with Field Doctor (the ability with multiple charges), then use Vitality of the Covenant to give him an extra 50% health (the other ability with only one charge).
- SERIOUSLY, DO THIS BEFORE... -
Room 08 - Jean. Use standard/healing attacks until his health drops below 50%, then use his healing ability to get him up to near max health.
Hopefully this should allow you to finish the level.

This options is viable but way too far though, Jean and Girolamo are only rank 3, I started to farm DNA for them about 2 weeks ago.
I watched tons of videos on youtube about last story mission. It was completed in lots of ways, one of them being Alvaro/Luciano/Gaspar, not to mention they were level 43-44.
I always do the steps described by you and reach last room with all heroes alive. Before starting last room I heal and buff Alvaro with Gaspar, activate Mercenary skill. Basically he starts last room with full incresed health, 25% incresed attack and initiative... it doesn't help. Because damage is so low the fights take too long and eventually Torquemada kills him and the rest of my team.
So I'm locked until I have rank 5 legendary enforcers or Lucas manages to fulfil Alvaro's role and execute Torquemada.
This situation is created by Ubisoft with the crappy update and after more than one month they do nothing about it... it's so frustrating and it pisses me off!
At least I would appreciate it they answer my question about enforcers anytime soon!!!

As a side question, doesn't Jean also heal the opponents?
