Regarding the decrease in damage for some heroes, I don't think it's a DPS debuff. The normal damage calculation has a multiplier for weapon speed, so swords do 1.0 x attack damage plus weapon damage, spears do 1.5 x attack damage plus weapon damage, etc.
One focus of the update that introduced these issues was fixing bugs where speed buffs or debuffs changed damage output, so I suspect that the fix for that bug accidentally eliminated the damage multiplier entirely, meaning slower attackers could lose 50% or 100% of their attack to damage on each hit.
I could be wrong, I don't have the before and after numbers to compare, but it would explain how it happened. It would also mean that fixing it requires rebuilding damage calculation, which could take a while.
