I am at Tier level 45 but the Desert Tech HTI BDC is not unlocked. Can you please me to unlock the item?

Desert Tech HTI BDC is available upon reaching Tier 40.

Tier levels are counted in reverse, from 50 to 1. You are at tier 45, which doesn't meet unlock requirement. Once you beat tier 44, 43, 42, 41 and reach 40, Desert Tech HTI will unlock. Hope that clarifies everything.

Just as venomgun1 suggested, once you unlock Tier 40 in Tier One mode, you will be able to unlock the weapon.
