For real though, what is "Repair Skills" attribute and what does it do?

It buffes the amount your heal skill can deal to you and you allies. If you do not have a heal skill equipped, it is a dead weight.

I don't know if I'm correct but my understanding is...

Repair Skills will buff the amount of healing you do with your heal skills.
Chem launcher, repair drone, mender seeker, etc...
(So it will affect the healing on your team mates too.)

Incoming Repair will buff how much your armor is repaired with talents like Clutch, TP's white flag, armor regeneration, preservation, etc.
    (This only affect yourself.)

Hmmm, so if thats the case, I wonder, would 45% Received Repairs be better than 45k armor on kill......cuz getting my drone+Armor regen boosted seems like a nice little boost to repairs

As of TU10 Incoming will not be applied to talent based healing... at least not the gear set based healing like true patriot. Not sure if it works for clutch or those things either. It is designed to increase healing taken from skills. So anyone healing you or you healing yourself with skills. Armor regen never increased based on incoming.

Thanks, I didn't know it changed with the TU10 update.
So I guess, you don't really need to stack up incoming repair if your team mate has stacked repair skill...
