I want to start by acknowledging the fact that the coming fight updates will allow him and every hero to 'press buttons' and utilize their moves more often however a working kit does not equal a fun kit.
Here are the problems that I belive make his moveset bland, boring and unimaginative:

Lack of Mechanics and Properties / Properties that make no sense
Unblockable attacks, Bashes or other CC moves, Superior Block, Crushing Counter attacks, Bleeding attacks, Soft-feints, Hyperarmor, Enhanced Lights.

Any decently flowing moveset will have a proper combinaton of atleast 2 of the above meanwhile Orochi only possesses the Undodgeable attack property on his dodge light attacks that really make no sense whatsoever since he is unable to use them mid-chain and posseses no chain finisher or neutral moves that could provoke a dodge reaction.

Lack of Mixups, Kit Variety and Kit Flow
The coming fight changes will presumably make it so that the opponent can now dodge out of his light chains, meaning he will be able to throw a heavy instead of another light to catch anyone early dodging a light and thats about it. This is about as basic as a heavy feint into guardbreak or a heavy feint into light.

Heroes with Static Guards will be safe of course and only recive chip damage if they dodge in the direction of the heavy attack which can only come from one of two directions since his top heavy does not have good tracking or undodgeable property.

His play at the moment is just to reach the end if his chain just so he could try and start going trough his chain again with his recovery cancel moves, blending the opponent with light or heavy combos. While yes it will work but it will not make for a fun and interesting fight for either party.
With only blockable / parryable attacks at his disposal his moveset is incredibely one dimensional and gives no room for any other kind of mixups and makes for frustrating engagements on both sides.


Moves That are Severly Outclassed
The most notable example of this is comparing his side dodge light attacks to Shaman's side dodge heavy attacks.
Shaman's side dodge heavy attacks are 500ms which will presumably appear with a 400ms indicator after the fight changes.
It is a heavy attack which means less punish if parried, and it chains into her side Unblockable heavy that she can use to pressure opponents and use her soft-feint into Guardbreak mixup or just let it fly.

Whereas Orochi's side light attack is a 600ms move which will leave it at a 500ms indicator, confirms a light parry punish for the opponent, has an Undodgeable property that serves no purpose and it only leads into his chains which we already estabilished to be emtpy and devoid of any interesting or non-basic mixup possibilities.

Another example is Shaman's backdodge heavy attack which can also be performed from a forward dodge as well,and has better range and faster gap-closer capability due to the quick leap animation versus the slower sprinting animation of Stormrush.

His Stormrush is also outdone by Valkyrie's shieldcrush, with the full guard property and a much larger back dodge distance allowing it to safely escape even far reaching attacks whereas the back dodge transiton into Stormrush leaves Orochi only an armslenght from the opponent on top of being highly susceptible to Guardbreaks similiar to his Riptide Strike.

Everything his kit consists of is borderline basic and boring.
I really hope that the fight team will not excuse dodging these problems by saying that the Combat Changes will allow him to function and thus he and others like him like Shinobi needs no further improvements.
