Yes, it does. You need to stay in legendary if you want to maintain your current season high.

Then it isn't highest skill rating, it's current skill rating. Why call it highest skill rating at all? I'm not understanding this.

The season highest skill ranking is referring to the Legendary season for which you get the Legendary season reset pack. If you aren't in Legendary arena then you don't get the Legendary season reset pack and this section will not display your season highest skill ranking. So think of this as your season highest skill ranking while you remain in Legendary arena
