Even shiled builds have no threat mechanics and the npcs will focus on whoever is dealing the most damage.
They should program in more intelligence into the npcs. Have a few red and purples who chase the drone but elites ignore or can destroy them easily.
As it stands now the decoy is worthless as the drone out performs it in every single way.

Been really enjoying running this HW assault turret/drone build. AI really needs some tweaking when these skills are in use, unless I'm within 2 feet of an enemy and asking to be hit the majority of the time they completely ignore me. I'm running glass cannon on this build and as you can see on heroic it took one shot to take of all of my armour and the majority of my health at the start. If the AI was a bit smarter and targeted me as the priority then they would down me pretty fast.
As it is a lot of the time I can tank heroic enemies on a glass cannon skill build because the AI is thick enough to all target my skills instead of me.
