Just increasing rng drops on faction missions and the overflight activity isn't really making the environment more alive. The dev team has to start thinking in these terms, what makes this feel more realistic and logical. That in turn increases immersion as enemy behavior feels more realistic. Speaking from a game systems perspective, the areas in which these encounters happen clearly work on an RNG spawn generation, since the encounters are never the exact same, or in the exact same spot.
All they have to do is remove the Sentinel+Civilian encounters off that list, reduce the amount of encounters that are attempted to spawn, create a clone of this same system, place it on the populated areas, and add only those specific encounters on to the new RNG list.
It's mostly copy and paste work, literally.

Waiting (as if we had a choice) for the now delayed TU and the AI Team----I've got my fingers crossed, but given the GRB TU track record of success..................I"m giving this one a very large "minimum safe distance"...........................in case it detonates like the others.If TLoU 2 was a PC title---I'd definitely be checking that out in July----in the mean time I'll stick with FC 5 (freeplay not the ****** campaign), TW 3 and GRW. Oh yea..............and hoping CyberPunk's Sept. release date holds!
An optimisation. As in the game is struggling to optimise all the things it has to do. Adding more NPCs could be more than the game can handle without introducing more bugs or performance issues. You could look to Stadia, though, and game streaming. You'll get high spec graphics without needing high spec graphics processing capability in your platform of choice.
