It was overpowered in Phase 1 because of a bug. But it seems to be okay now.

May be doing a mission on Heroic difficulty? Because that's where the dmg & resistance of npc's are really noticeable.

the true problem withthe shield and foundry set that shields take increased dmg, which in turn increases the amount that is regenerated by the effect
a bullwark shield currently takes 4.9times as much dmg as the charachter behind it (ignring any defensive stats like protection from elites), this means that a shot hitting the shield will regen 40% (60% with bonus) of this wich is almot 2 times (3times witht he bonus) as much dmg as your charachter would have taken from the same bullet
so for every 2-3 shots that hit your body one shoulöd hit your shield and you will be fine, unless burst dmg is to high
There's nothing wrong with bulwark set. It's not armor regeneration it works off the damage you take. Now before they nerfed it so that incoming repairs no longer work with it yes it was op because if you had high enough incoming repair mods then you became invincible but now you are not invincible because in even heroic you can't face tank npc's because they will kill you pretty quick without a shield but even with a shield you will still die I know because I have tested it personally just to make sure.

Shield.. which shield?. they aren't all the same..
and too strong.. or what not..but for which?.. PvP or PvE.. it's entirely different.. since Phase 1 had that bug.. ofc it was too strong for PvP.. but it was pretty much on point for PvE from most videos I saw..
Bulwark shield is ssupposed to be tanky..but i doubt peeps are running around heroic or Legendary with Deflector shield.. but maybe i am wrong?..
would be nice to hear that Deflector shield is at least viable on the higher difficulties..

this leads to higher dmg taken by the shield then by the charachter, and in case of explosives it can be 10x or even 20x the dmg your charachter is taking
and even for bulletdmg, the protection from elites would help tremendously as well
