I'm still waiting for someone to point out the illusive OD legandary meta build that was apparently so OP that justified nerfing the set twice

I would suggest to add resistance to critical damage in heroic and legendary because optimised red builds can trivialise content as well. Sounds fair?

Also, what's the point of diminishing returns when the enemies can all get killed in the first duration of being blind? I guarantee hardly any of you have actually tested these changes in a 4-man group on legendary runs. Also the NPCs received a slight increase in resistance. Not a super ultra major increase like it sounds, with how much you are all crying. NPCs will still be blind for a long time, just not as ridiculously long as before, which made legendary runs far too easy. Such a challenge to shoot blind enemies in the head who can almost never shoot back...
I’m guessing you one of the dps players whinging it’s to easy, well think of it this way if you were told that your all red build would do 75% less damage to elites in the hardest game content would you be happy about it, I think not?

So, no, legendary enemies are not blinded for "barely half that time," like you claim. An elite would still be blinded for 10s on the live game.

In the PTS, this would mean an elite is blinded for an extra 15% on top of their current values which would be 7s instead of 10s. A nerf absolutely but 7s is still a pretty long time for good DPS players to do damage. I need to stress elites make up a much smaller portion of the enemies. There are way more red-HP enemies than any other type. Even with the PTS changes, the red-HP enemies will still be blinded for 12s. If your DPS players can't kill some red-HP enemies in 12s, well clearly they're not good enough for legendary.
Elites and named elites make up the majority of ai on legendary, so a blind time of say 5-7 secs with a cool down of 20+ secs is not a viable build for non dps player, this stupid I’ll thought out decision by massive has killed the cc build end of story. What does the cc player do for the remaining games cool down with no dps besisides become a liability to the rest of the group, the chungas will walk all over you
