More laziness and being completely out of touch with the gameplay from the devs. Although, to be fair, I shouldn't blame the devs, probably the company itself and spreading the Devs too thin, so they can only make quick changes.
The fix isn't to just increase drops or increase the stat itself. They need to add in some additional logic that checks for the gear set and give it mroe of a propensity to roll what makes sense on that piece. I'm not saying Providence shoudl 100% drop with Red. That's not the case. But, rather than a full equal chance of dropping with any of the stats, maybe there's a 10%-20% better chance to drop with Headshot damage and Crit damage instead of skill repair and explosive resistance. That's a little harder to do because you don't want to alienate those that have some crazy hybrid builds and might need repair skills on providence (why?). So it needs some thought and some significant testing which i'm guess there just isn't the resources to do. It's a shame really.

You are here to help with testing the changes on the PTS. Report what's not working & what could be done better. Period.
Comparing & talking about differences in games isn't healthy in the community. Each game has it's own unique elements, plus' & minus'.
And a headsup, if you've started Anthem recently, wait till you get to the grind.
Anyway, if you think something's better in other games and also think Division could've done it better, then think about it clearly and please post as suggestion.
