As to the OP - yeah, that's the Foundry set which will obviously be adjusted come PTS2. That is after all what the PTS is for.........No need to get all jacked up at this stage over a WIP.

Only PC players can PTS, so the largest part of the community (PS4/XB) can't even help.
Devs happily ignored most complaints in these forums for months, but somehow now there's a different sub forum it's all going to be different?
Devs refuse to invest time to do a sweep over the existing forum to gather the most-complained about issues, but think it's totally ok to ask their paying customers to invest time to report all the same stuff yet again?

It's unbalanced. It's buggy. The entire concept is tacked on as an afterthought because it checked a box of industry standards instead of being a well-thought, well-designed and considered game that has a devoted team of experienced PVP devs working on it.
The simple truth of the matter is that there are an entire array of shooter PVP games out there that are better. Some of which are F2P. Call of Duty Warfare, Fortnite, Apex Legends, Overwatch, CS:GO, Rainbow Six Siege, Valorant, and even Destiny 2 all do PVP better than the Division.
Don't waste your time. Don't waste your money. If you want good shooter PVP, then don't come to the Division for it. And quite honestly, the devs are wasting valuable time and resources on it that could be better spent elsewhere. The devs have a history of failing at it. At this point, two games in and several years of failing to improve the situation, do you REALLY think it's magically going to get better now?
yeah.. it's good if things are "broken" now.. since it's PTS. Let the testers find the issues..
One thing i have disdain for is the language so easily thrown in on these videos..
busted..broken..blah blah.. i thought testers would be a bit more objective and constructive with their feedback..
For pvp.. i can see why someone would take issue with it..
but PvE it's not as big a deal.. i just watched some vids on sniper builds.. now those are OP... duno how they are in PVP.. but in a sense i don't care either since I don't PvP...
every patch there's a "cheese" build in pvp.. is there ever not one?.. every update pvp has a problem with something... it's like nvr ending...and tiresome to hear about.. i don't think pvp will ever be balanced enough to satisfy like over 70% of the pvp popN.

Complete agree with that. The Division has PvP for Dummies. Occasionally you will find someone were fights are Player versus Player. Most of the time people only rely on their skills and/or talents and it becomes Player versus Computer, triggered by other players.
