I've literally been running Wallstreet on challenging/heroic 3-4 times per day since my last post on this topic around 3 weeks ago. RNG is one thing, but it's now my firm belief that the drop for this exotic is still broken. I still don't have it.
Whatever system is being used to determine drops for exotics has something badly wrong with it. I get that the drops of exotics is supposed to be a big event, but this is beyond reasonable. I know that TU10 is addressing it, but maybe Massive needs to put in some kind of system where every time a targeted exotic doesn't drop from its unique location, a bar fills up slowly.
I am now easily over 200 runs of wallstreet. What dev thought that the current system would be good? Find that dev, kick him squarely in the a**. Then do it again each day until it's fixed.
Oh, and while you're at it, tell him to fix the broken crap where nailgun heavies do 5x the damage to shields than anything else in the game.

but seriously... i would recommend (if it helps)..to not chain run it if you are doing that.. just do like 3 ..or 4 max runs on it.. (i wouldn't run it more than that per day honestly.. just my opinion)
i usually log out.. log in to see if i can re-jig the RNG... try matchmaking it.. another way.. if you are llucky enough to group w friendly players who share..
try an alt if you have any.. that's another thing to consider.. i have 4 agents now all lvl 40..and farm each when i feel like it.. throughout the week.
if you are already doing such things.. then maybe keep trying..and hopefully the proposed changes to exotic drops.. and targeted loot coming will help you when TU10 finally debuts.

I wonder if it has something to do with groups. Literally every person I know who has a Bullet King has gotten it via a teammate passing it off to them.
I've never received the Bullet King in the Wall Street mission at all, yet I've received it several times in The Tombs, pretty strange, might just be RNG, might be an error.
When you're playing in a group with 3 others, you've got a good chance to get it dropped from another player, at least I am usually always aking around what people are looking for and drop what I don't need.
For a couple of days ive tried now to get this weapon to drop by playing wall street and tombs by now over 100+ replays.
I'm starting to believe that im better of playing slots in a casino then trying to get this pixel weapon.
Why dont you add all these exotics behind missions where you are sure to get it after you completed it.
The developed drop system clearly does not work and makes the game more and more frustrating to play instead of having fun playing it.

And always people come out here and say...just wait its gonna be good now.
Its now TU 10..that means 9 times players have swallowed the bait and yet again think.
