A few days ago I ran L-Roosevelt 4 times with 3 clan mates to help them get it, we got the Bighorn 3 out of the 4 playthroughs. Yesterday a couple non-clan buddies of mine played the same mission 7 times in a row, not once did it drop. That 3% chance is just silly, & doesn't feel properly in effect as some people can get it several times in a row. It took me 41 legendaries before I got mine, at least it gave me something to hunt for until new content drops.
& I'd say the Chameleon is the worst exotic of all, at least the Bighorn's scope mode does solid damage when running a high red build. The Chameleon just sucks for everything aside from having a holstered weapon that changes colors.
I think you're missing the fact that that 3% doesn't directly translate to 3 out of 100 drops. It's just a 3% chance of the item dropping applied only to that single drop event. You could run the mission 1,000 times and never have it drop, or you could run it 10 times and have it drop 9. How many times you run the mission doesn't directly impact the odds.
Basically, a 3% chance means you are rolling a 100-sided die and only 3 sides have the Bighorn. The last roll doesn't effect this roll doesn't affect the next roll, etc.
As for the Chameleon, think not of it as a weapon but rather as exotic materials to use for re-rolling your exotics at the crafting bench.
