How does RL feel about...
High level legendary cards dominating?
I don’t mean to come off as hostile, but I’m pretty much just tired of being outclassed in card level in such a significant portion of my games. I’ve been playing this game for roughly 2 years now, and I don’t have a single level 4 legendary card. I have two level 5 epics. Most of my main deck at this point is made up of lvl 4 epics and 6 rare cards in addition to my two lvl 5 epics. In most matches I am matched against someone who is very likely running all level 5 epics and often times they’re running multiple level 4 legendary cards. Even with my 6 rares and the 5 epics that I do have, for example, a level 4 GWC/MBP with pope Timmy backing it, Medusa Bebe, etc etc... the level of efficacy from these cards based solely on their higher level creates a mountain that most of the time, I can’t climb.
This is super frustrating. I feel like most matches are determined by the opponent I draw, not by my own skill level. If the match is relatively even in card levels, I can have some fun win or lose. But I honestly feel like most of the time I’m facing a 24-25 NK with a significantly stronger deck than my own, no matter how hard I work to catch up.
So back to the original question: to what extent does RL care about this at all? My assumption is that RL looks at the top 100 or so and sees relative balance (because everyone has level 4/5 legendary cards and 5 epics). But what about those of us who have played since nearly the beginning who can no longer progress rank because we aren’t willing to spend $20 per legendary copy in order to be competitive? Why can’t commons and rares be competitive in stats to legendaries? Why can’t legendaries stand on their own due to additional range, abilities, or other unique mechanic? As is, playing a deck with the maximum level legendary cards available will result in the highest expected value because they’re just simply better than everything else which means that players who pay a significant amount will always have a significant advantage versus those who don’t.

They probably feel pretty awesome about it since it drives sales for those overpriced cards. Sadly the entire business model is built around hardcore P2W, so I don't see them changing anytime soon. Sorry to hear about your bad luck though... as you note, so much of your progress at the top comes down to either RNG or cash. We have plenty of long-time players on our teams (myself included) who have been lucky and are able to make the decks we need to play at the top, but there are others in the same situation as you trying to fight it out with lv3s and as many lv6 rares as they can.
All we can hope is they decide to move toward a less abusive business model, similar to what Riot does with their games (cosmetics and progress boosters for sale but NO pay to win), but I don't really see that happening.
On the other hand, it does feel good to smack down a whale with lv5/6 legendaries when you're playing a deck that didn't cost the same as a small car

As a level 19 player with level 2 legendaries constantly matched up against level 22 players with level 4 legendaries, I feel this is going out of hands. Is becoming frustrating and ridiculously boring to play.
Doesn't seem they care as this eventual frustration probably lead some to buy their packs.
Other hint that they don't care is their policy "release more cards instead of fixing the non working ones (Call girl, for one)" which is obviously to make sales over new releases rather that to better the game.
