To begin troubleshooting your issue, please ensure the Uplay PC client is not running. Then please navigate to the cache folder of the program, by default, this is located at C:\Program Files (x86)\Ubisoft\Ubisoft Game Launcher\cache.
Once in this folder, please delete the http2 folder, then launch the Uplay client as an administrator. If you still encounter the same problem, then please perform the next set of steps.
Open your command prompt from the start menu (type cmd) and right click this to run as administrator for elevated privileges. Then type the following commands, please hit enter after each command to execute these individually.
Ipconfig /flushdns
ipconfig /release
ipconfig /renew

I'm having the same issue. Bought the game through Steam, linked to UPlay, so both steam and Uplay clients are running, trying to buy helix credits through the in-game store. Tried the above steps, no luck. Was able to redeem the free helix credits through the Club rewards in uplay just fine, just unable to purchase any more.

If you haven't already, could you please try the steps on this troubleshooting article as well? In particular please ensure that you have configured the connection to Uplay correctly by port forwarding. Please ensure that you have Steam/Uplay overlays enabled as well.
If the issue persists after trying these steps, please don't hesitate to update us!
