    doesn't launch, stuck on splash screen

    My PC meets all system requirements. I've done all the suggested troubleshoots by Ubisoft.
    And still, every time I try to launch AC:O it verifies the cloud saves and then gets stuck on the splash screen, sometimes a second window opens that's blank, blank, and flashing or white. The only way to close is to use task manager. While opens constantly uses about 30% CPU power. Can anyone help with this issue?

    Hey,

    Have you actually managed to ever play the game at all yet?

    You could try disabling cloud saves in the Uplay settings, or even putting Uplay into offline mode as a solution.

    Of course, if you had a save game previously and disabled the cloud saves and it fixes the issue, you wouldn't be able to load the cloud save unfortunately. Disabling cloud saves will keep the save file on your PC too, so make sure to back that up in future if you ever format the PC.
