When I got shot while in a vehicles I had to get out of the vehicle to heal myself up and get back to the fight ..Would it be possible to let us use syringe or throwable items like c4 grenade EMP while in a vehicle? this would be a great addition to the game!

I support the idea of self-healing. You can already heal/revive teamates inside a vehicle, so there is no reason for preventing players from self healing (syringe only, no bandages).
As for shooting or tossing grenade-alike items, I do not support this idea. Teamates are meant to cover the driver. And if you are playing solo, it's better if you focus on driving instead of shooting: the driving controls are already messy, driving with a single hand would only make things worse for everyone!
