So, I thought of some things that may or may not be simple to implement. All actions should have some risk to them.
LB: remove HA on neutral shoves. HA only on chained shoves. Top light should be 500ms, not 400ms.
BP: increase missed shield bash recovery time by 100ms to allow for free gb on a whiffed shield bash.
Conqueror: revert light damage to recent pre buff state. Increase zone startup time by 100ms to compensate for his incredible zone defense. Change fullblock -> free heavy to require a heavy input on parry timing while full blocking, otherwise, fullblock should just get a heavy block reaction to lights and heavies, like a normal block does to light attacks.
Raider: turn storming tap back to stunning tap. Remove HA from chained heavies.
Berserker: remove HA from light attacks. Period. Chained heavies only.
Highlander: the only problem with HL is the reliability of his OF kick -> grab fakeouts for free UB heavies. Honestly, no idea how to fix this issue. I would suggest spacing his OF soft feints by 100ms, but I wonder if that might render HL underpowered. I don't play him enough, I just know the Kick to Grab feints are super reliable and should be made riskier to pull off.
Jormungandr: The TG changes were great. Just do that.
Shaman: remove the bleed bite entirely. Shaman is already a fairly well balanced hero without that damn bite attack. She already has the unique trait of healing on successful hits while the enemy bleeds. Either remove it, or at least, reduce damage and health recovery numbers, and change the timing so it isnt guaranteed off of a simple GB.
Kensei: this is my main, and I consistently see people claiming he is already one of the most balanced heroes on the roster. Now, while I agree, I also feel that his side dodge heavy is a little too reliable. I would like to see the dodging distance of this move reduced, and possibly even reduce the speed of the attack by 100ms.
Orochi: needs some form of UB, whether that's something like Tozen's kick, or a charged sword slash, and it needs to be feintable. Also, heavy feints need to be made smoother for Orochi. It's almost impossible to do heavy feint to GB with Orochi because its so incredibly obvious since the spacing between the feint to the GB feels longer (or at least clunkier) than other heroes. His heavies should also be sped up by 100ms. (If thats too much, then compensate with a SLIGHT damage reduction, but his heavies should most definitely be faster than they are.)
Shugo: remove HA from light attacks. Space the heavy soft feint to hug by an extra 100ms. Do not change the timing of his throw to hug.
Shinobi: i got nothing. I don't play this hero. Ever. I've never been a fan, and even though I wanted Shinobi nerfed, I would've liked to have seen some compensation in return. Honestly, I haven't got a clue how to fix this hero. Probably needs a full rework to remove his ranged combat and introduce a closer range based shinobi.
Aramusha: space parries to heavy attack by 100ms. Currently Aramusha breaks the parry rules of light parry gives a free heavy and heavy parry gives free light. Ara gets free heavies off heavy parries.
Hitokiri: remove HA on finisher light. Give HA to all heavy attacks. Change the kick so that uncharged kick guarantees an opener light (thus still continuing the combo.) Give the charged sweeping kick a special heavy finisher similar to valkyrie (ending the combo, as to prevent spamming.) Could just use the momentum of the sweeping kick to flow into an axe slam.
Tiandi: remove undodgeable properties from dodging lights. Increase the distance of dodging lights.
JJ: Slow down light attacks by 100ms. He's a freaking heavy guys, and a big boy at that. Remove ability to quick recharge stamina WHILE EXHAUSTED. I get it, it's a unique trait that he should keep, but if he goes OOS, he should suffer like everyone else. This move should be used strategically to PREVENT going OOS, not a tool to erase worrying about your stamina altogether.
Shaolin: like shinobi, I haven't got a clue. This hero seems to have been made just because the devs thought he would be cool. He's crazy fast, LOTS OF MIXUPS, superior lights, UB, undodgeables, a kick, dodging attacks, an infinite chain. Holy. That's a lot of tools at his disposal. Full rework?
This game has changed from:
Pick who you like, get good with them, and play according to your skill level
To:
Pick the strongest hero, skip training, and get straight to crushing players that are far more skilled and experienced than you are.
For Honor has HUGE E-Sports potential. Balance the roster for next gen and watch this game EXPLODE next year. Just sayin.

I think this is a bad idea because there could be a number of weird things that happen causing his bash not to connect when it otherwise should have. It is similar to how guardbreaks don't connect sometimes when you are in range. Honestly stuns should be removed from the game until they take the time to implement them properly. But raider just can't get his stunning tap back as it is now, it is way too powerful. It is actually shockingly easy to just throw a light at him and cancel his mixup, or just rollaway. His damage is overtuned IMO, he is way too good a minion clearer in breach, I don't like how he gets a hyper armour light because i dislike the concept in general. I also agree that his dodge heavies are way too reliable, they bend the laws of physics and its silly. I wouldn't say he needs extra distance on the side dodge lights but yes on the forward dodge light. Would be interesting to see how much he depends on those undodgeable attacksremove undodgeable properties from dodging lights. Increase the distance of dodging lights

I could talk about him forever but he needs a small buff atm along with some nerfs to his feats but also some buffs to his feats. I very much appreciate all the feedback!! I am far from being a pro player and on top of that, I'm a console player, and we all know For Honor flows better on PC.
That being said, as far as console players go, I am far from bad as well. I have made diamond a few times, and I have around 250 reps. I've played this game since launch.
I consider myself fairly experienced and I must say you provided some nice information in your response.
BP: all I meant was BP taking 100ms longer to regain his guard after missing with a shield bash, and the reason I say this, is there are a lot of people who can reliably light shield light spam, even at high levels, and avoid getting light parried. It would be nice if you could punish these types of players properly.
Raider: before his rework last year that buffed him to the realm of gods, he was still a good hero. His stunning tap wasnt broken powerful back then. If they gave it back to him and removed his HA, he would be left in a buffed state still as opposed to his pre rework. Light speed is still up, he still gets heavy soft feinted gbs, his heavy dmg is up, and he has an alternate UB. The stun tap wouldnt be so ridiculous if he couldnt follow it with the threat of a HA heavy. You could hit him after he stuns you and bam. You stop his follow up (unless the follow up is a light attack).
Those 2 are really the only ones I felt like readdressing. The rest I feel like you provided better information than I did. HA lights, I agree, should all be removed, my main Kensei included. Also, yes, Kensei's damage is a little overtuned. If they removed the HA light, reduced damage a little, and nerfed the side dodge heavy, that would be great, but only if nerfs to other heroes happen too. Plus, I think Kensei would need something new in return. Perhaps just a 100ms speed increase to heavy attacks.
They've just made too many heroes too good and now it's just a spam fest with a little skill and a little luck. Almost all the heroes need to be dialed back a little.
Give every player a nuke, and it's goodbye world. No skill. Just the press of a button. Giving every hero crazy cool powerful moves is not "balance". It's just chaos.
