The problem is they turned a mountain into a molehill with gear 2.0. I was still climbing the mountain even at 2700hrs. before TU8. They oversimplified the build progression and made it to easy to just throw builds together. The biggest mistake they made with the new gear system was dropping so much great gear with high rolls in the first few weeks after the TU8 launch. They realized the mistake and nerfed the gear to stop the fast progression that would put people at the top of the molehill to quickly. I'm not sure how they will be able to fix this problem. I've already reached the top so it's all down hill at least for me.

WONY has been out long enough where players are now wanting hyper-specific gear and stat combinations, and when it doesn't it happen, a loot problem is to be blamed. Course, gear 1.0 was the same way, except the RNG was far worse. Not because of RNG itself, but because of how stats were attributed on gear itself (certain gear variants only dropping with certain talents, lack of max values on specific gear slots, etc).
With that being said, Division is a game where lull periods are common. You reach the peak of a patch or the state of the game in a timely manner, you feel the effects of content drought, bugs, and poor quality of life, devs acknowledge, and then there's a huge amount of time between those moments and the next update that addresses those problems. At which point, you just stop playing and play a different game, since nothing will change for you until the next update. Pretty much how it was for me between late TU6 and March of this year.
That shouldn't be a problem if you only play the game casually, though.
