this mission is almost impossible to do on legendary, its way more harder than the other 2 legendarys.
just the first part of the mission alone takes almost as much time as completing district union.
after almost 2 hours me and me friends got till the end and theres almost no way to finish it, the big guys, boss and robo dogs just overrun us all at once. theres no point even trying to go trough the gates cause of all the healing boxes covering the entire area except the beginning.
we've tryd every possible strategy withouth success and in the end we just gave up cause there was no point trying anymore..
i know legendary is suppose to be kinda end game and not for every1 but compared to the other 2 legendary's this one is a mission impossible.
I totally agree with the author of this post. yesterday together we a clan mate we tried capitol legendary as well and in the building with 6 !!! heal boxes we stopped playing this mission after 90min trying all kind of approaches EMP, toxic, etc. This kind of NPC design is lazy programming......

The end is beatable, it just requires patience and cheese. I suspect that that's what they want. They purposefully decided to throw out all concepts of enjoyable mission / encounter design and threw the cheapest stuff that they could at us.
Think of those Super Mario Maker levels that have extremely low completion percentages. They were built for the sole purpose of trolling you.
I and my three sons ain't no hardcore players but we found the easiest way was at the end is too:
There is a cover at the right hand side that the enemies cannot kill you behind it, so you have preferably have a skill build player behind it as his skills cannot be destroyed.
The rest of the group stay very close to him so if they do go down he can revive you without moving.
So it's basically:
- Skill build behind that cover
- Two players standing right next to him
- One player pull them and fall back with the two players
- Nuke them down.
Cheese yes, should it be done this way....no.....but it is what it is right now.
EDIT: Oh and even then it's still a nightmare, but doable with patience
You can destroy the healing boxes at the end.
If you sneak past the NPC's to the back platform, the one where you disable the launcher on the normal capitol mission, there is one healing station box and one on the longer narrow platform to the left, if you look back at the main building.
If two players shoot each box it will destroy those two so you can fight the NPC's in a bigger area. Same can be done over on the right but its harder to sneak past NPC's there.
Personally I haven't done it this way, I saw a video, but Ive done it twice but both times at the entrance. Not a fan of the mission at all, basically its a hunt the healing boxes mission.
