Oh no plz don't tell me this is coming back....
Check the player support section of the forum. This was happening en-mass for Comcast ISP users (including myself) a week 1/2 ago. Mine sorted itself out on it's own, others it seemed to plague for much longer. I stopped checking up on the reports a few days after mine cleared up as there wasn't any real updates other than more people experiencing it and Ubi responding that the problem has been forwarded to the devs.
It was affecting all platforms BTW, and when asked those who answered confirmed their ISP was Comcast. More of this info was confirmed with feedback on reddit rather than here on the official forums. Affected users where scattered all across the US from West, MidWest, South, East... which is why I considered it possibly a problem in the backbone Comcast was leasing somewhere geographically that we all had in common en-route to Ubi's servers.
I hope they reply eventually with a better explanation other than the usual suspects network troubleshooting at your home, because that isn't what it was (your home service router etc.)
