i am reputation 16 monk already and haven't got a SINGLE equipment piece with head hunter and endurance perks (4 stars equipment), i AM gettin EVERY other combination but NOT this 1. Is it a bug or is it like 0.01% drop chance? I've got ton of equipment pieces with head hunter (4 stars).

This is down to RNG in-game.
