There are multiple moves that has either next to zero viability, or are so risky/reactable/beatable that there is little reason to use them.
A few examples:
Peacekeeper's top heavy finisher (dagger cancel always comes from the top, keeping the guard there completely negates the move, and it does the same damage as the side heavy). Raider top heavies have a similar issue.
Conqueror's charged heavy (in ganks, it has some usefulness, but otherwise completely) and chained bash (extremely slow).
Orochi heavy deflect (looks cool, but honestly, it never works).
Well, I've gotten hit with pk top heavies thinking they were gonna be lights. Same goes for Raider top heavy. Sometimes I'll side heavy feint to top heavy and they'll think it's a stunning tap. I've fallen for it too.
As for orichi heavy deflect, it depends and can be situational with different characters. Light spamming Hitokiris will be in their light finisher recovery if you deflect their first light, and you'll most likely get the heavy deflect. Same can be said for WL. It's dangerous against someone who has a good read and feint game, or someone who throws a lot of heavies, but that's where the cancel to parry or GB comes in handy and can be used for good mindgames if you get a lot of deflects.
