I was thinking more of 3rd person Star Wars Bounty Hunter version with a Wildlands and Fallout inspirations in a open world Tatooine built around faction interaction with bounty contracts. GTA like Empire Heat system, Wildland's stealth and open world sandbox combat with weapon customization and Fallouts world interaction between factions, gear customization and market system.
Each contract would dictate your relationship you have committed the crime for and crime against. Your standing would effect hostility in dialogue and combat engagement upon recognition of player if play is too hated by the faction. Your standing will also effect items, gear, weapons and vehicles sold in the faction markets. The more you are favored the stronger and higher quality items they will sell as well as at a lower price. Job enlistment is also affected as the higher standing you have with a faction gives you more higher paying Jobs and Vice Versa for the lower standing.
Factions and Interactions:
- Empire: Being the GTA like police force of Tatooine, they are Large, but less frequent landed Starship bases and checkpoints, but sometimes take occupation of villages and markets as well as have patrols in speed scooters around the world. Storm Troopers being more well equipped and a larger faction are the corrupt law of Tatooine and they will blacklist you if you do too many jobs without A: Bribing them/paying a large fine or B: Take up Bounties killing Rebel leaders and problematic Mercs and Gangs. If Black Listed you will see more Storm Troopers occupy villages and markets as well raids of any faction you are friends with, but if you are Allied with them by being Rebel Killer you are given access to their Standing Store, which you can buy Empire Ships, Scooters, Confiscated Guns, Standard Issue Guns, Storm Trooper Armor, Grenades. Prices/Rarer gear will decrease in value as well as become more frequent in stores.
- Rebels: Being the second largest faction they would occupy medium sized underground bases with poorer arsenal, mainly consisting of handmade and stolen equipment from the Empire. They are low frequency in occupation of Villages and Markets and have very little, patrols. They are hostile in nature against you as they hate Bounty Hunters, but will attempt to hire you if you have a good standing with villages. They're jobs consist of killing Empire leaders, clearing villages of storm troopers and protecting/escorting rebel leaders and patrols. If Black listed they will ignore/avoid you and your standing with villages will decrease making your presence in villages uncomfortable and often hostile in dialogue.
- Villages, Markets: Variable in size, but are often subjects to being influenced by other factions including Rebel, Empire, Tuscan Raiders and Jaba's gang. Usually indicated by a marker, this affects the availability of sellable items and prices of everything in said village as well hostility and presence of factions of influence. (Jabas gang would bring slavery, scammers and gangs to village). Allied by doing the occasional jobs of eliminating all influencing Empire, Tuscan Raiders or Jaba Gangs off village. Often will task you to kill nearby Tuskan Raiders. ***You get jobs at the bar***.... in old fashioned classic Bounty Hunter Style.
- Jaba's Mercenaries and Gangs: The Wild West of Tatooine, they are your competitors if not sided with and also your largest employers. If Allied is maxed other factions will know you by your name instead of bounty hunter and will fear you. You will stand as fear with Villagers, Rebels, Jawas, Tuscan Raiders and even gain respect of the Empire if you pay your debt and do their dirty work. Think of yourself of Boba Fett now because you are crime and can sit down in an alien strip club with Jaba getting a lap dance while he gives you the next highest paying. If Blacklisted which is easy by not doing your job or failing to do your job. Gangs would dislike you, you are unwelcome in Jabas Hut and Mercenaries will engage you so good luck going to the bar because they're all there.
- Tuskans Raiders: They're hostile unless you get Allied with Jaba's gang, they are primal have mutalated villagers as decorations around their tents and have hounds. They'll sell you pelts to make weather resistant clothes, stolen items and even their armory they don't care. They're seen in patrols as snipers, raiding small unoccupied villages and killing jaws for fun.
- Jawas: They're in their huge tanks as always, will sell you stolen items dirt cheap. Sometimes seen being harassed by Storm Troopers, near Jaba occupied villages and hauling stolen parts to their tanks. They will occasionally ask you to kill storm trooper patrols and Tuscan villages for revenge. If you are with feared they will sell you even cheaper prices.
- Mandolorians: Smallest Faction probably 2 in the entire planet, they are underground facilities. That are hostile by nature unless you are feared, they will respect you. You won't see them out in the world, unless it's miracle with a 0.1% spawn rate, they are the magical unicorn. Allying them will make you an initiate and you will be awarded a Mandalorian Sigil upon your first 3 jobs. They require consistent amount of funding like the empire, if empiral confiscated Beskar is delivered through acquiring jobs or finding it for sale in villages which is rare, you can convert it to Mandolorain armor in their foundry.
Appearance Matters: Character gear and customization is important. Each Helmet, Chest Piece, Shoulder Plate, Leg armor, scarf and underarm will have effect on your protection against different kinds of attacks, mobility, stealth and recognition of player. Masked helmets, scarfs and hoods hide identity making them an unrecognizable shrouded figure in hostile villages. But you will need to change it once detected in order to maintain a shrouded identity. scarfs and capes will help you stay mobile in sand storms. Beskar armor is God Tier endgame work, but is recognizably valuable and gangs will try to jump you. Storm trooper armor and rebel uniforms can disguise you and in their corresponding bases. Each armor and underarm will have different energy based resistances and more.
Guns: All iconic weapons would be in game including Mandalorian gauntlets, but some will give out your faction affiliation and some are even so illegal usage will make you into a wanted man.
Weather "Sand. I hate Sand": The iconic sand storm. You will have trouble navigating through the world, covering your face and eyes traversing the world as you push through strong winds and the sand covering each step you take. Tuskan made Clothes, Scarfs and rags, you can make them, they can sell it you, think of it as boba's scarf cape design and arm and legs wraps. It's functional in design, other weather proof armor will weigh you down.
Character Customization: Your Star Wars wet dream. You can be different races, I don't know the names of them, but I have 4 in mind: Human, Lizard Race, The odd enslaved race with 2 tenticles as hair in blue color and a Bounty droid.

If I were designing a dream game it would be a hybrid rts with first person or 3rd person elements where you can play a character as well as do the whole strategy thing, building bases, taking out enemy forces etc. Sci Fi setting on different planets similar to total annihilation or supreme commander would be the setting. You'd be a commander, have an exosuit or Ironman type ability so could get involved in the combat without just getting your *** kicked.
I can imagine huge armies going at it but also being on the ground as part of the action.
I imagine a planet covered by oceans and islands where you start building, the planet is lush and tropical. Eventually you spot enemy scouts flying over and this is the first sign of danger. You start building defense turrets and factories and grow your forces.
You send out a fleet across the ocean to scout, build walls around your base, the grass gives way to concrete paving and dirt as you drain the surrounding resources. The factories belch out smoke and pollution and turn the skies overcast.
You hear the first distant sounds of gunfire as your ships start taking on enemy fire.
The battles escalate and the environment changes to reflect your impact on it.
Some factions would be eco friendly, so the environment would be lush and in symbiosis with the buildings. There might be an AI race where the ground becomes a mass of cables and circuits with buildings that tower vertically. There might be an organic race which crates giant cavernous nests and biomass underground.
I think that would be awesome, both building a settlement and being an individual taking part in mass conflict and rushing into battle, surrounded by waves of land, air and sea units.

The thought of going back in time appeals to me, because GR's biggest hurdle is staying faithful to both its near future technology themes and it's tactical gameplay characteristics. I don't think the two gel well in Breakpoint as exemplified by the drones of course.
WW2 may be a bit too far back for me, though, @vahndaar. The idea has been mooted before and it is interesting, but GRs sweetspot is somewhere between 1990 and 2016, the future of modern tech not looking good from a gameplay perspective. My ideal would be a look back at the previous games in the series, not a remake, but perhaps a second group of Ghosts operating in the same theatres as the earlier campaigns and intersecting occasionally with the characters and stories from those games. Failing that though, WW2 would be preferable to facing autonomous weapon systems.
Hmm yeah, I take the point on WW2 being too far back. I like the idea of something in Europe though. Quite biodiverse, rolling pastures and historic villages, concentrations of different cultures and countries. We've not really had any games that explore a modern day conflict or crisis in Europe.
What about the Kosovo conflict in 1998? Or maybe something in Ukraine or Eastern Europe? I like the rise of ultra nationalists as a fictional setting. Possibly near future but without the future tech side of things?
