Nothing to do, Highlander is outdated and Jiang Jun is one of the nightmares of Highlander. You can just hope to be lucky.

If he does sifu alot then try baiting with off heavy into kick mainly if your playing
highlander I'd say trying to think three steps ahead of your opponent that includes JJ
would be best if your playing duels with him but I think you already knew that.

you cant do anything on jj (for highlander). Just pick another hero.

I just spam offensive lights till one lands eventually. (Assuming they are just dodging around like crazy.) I believe there is a specific timing with the o lights though where right at the end of the dodge heavy animation, you can tap him with a light, but its not 100% consistent for me.
