    Possible solution

    After several months i've been though the same issue, i figured out the way to fix it (at least, it worked in my case).

    PREMISE: my monitor is a 144hz one (think this is relevant, considering the entity of the possible fix).

    I went into the directory containing the game config files under "Documents" and opened the "GFXSettings.AC4BFSP.xml" file.
    I noted that under the tag <RESOLUTION> all the RefreshRates where set on "60"; i used replace command (CTRL + H in Notepad++) and changed all the "60" in "144".
    Then started the game and i was like WUT??? SERIOUSLY!? IT WORKED! Problem solved. As easy as it looks.
    Hope this can really help someone, as I had almost lost every hope before doing this...

    Note that, after starting the game, i discovered it changed the "GFXSettings.AC4BFSP.xml" file back to the "old-60-settings". If at the game restart it doens't work, check the file again.

    A connected USB device was "my" problem

    Hello,
    my singleplayer also didn't want to start (multiplayer had no problem, which made this even more confusing).
    My "solution" (if it can be called that) was to unplug my keyboard (Wooting Two) and the game just ran without issues.
    As soon as I tried to plug it back in, the game crashed. (Isn't really a problem for me since I always use a controller to play AC, but I'd have liked to change my profile name from "Abstergo" to something else)

    To be fair, my keyboard has a feature called anolog input, which let's you use the keys like the triggers on gamepads. To enable this funtionality the keyboard acts as a controller. Certainly a unique thing, but I thought I'd mention it here to let you know.

    Maybe check what you have plugged into your pc, I can prevent this game from starting.

    Game still doesn't start, a year later?
    Ubisoft should be refunding people.

    Did that. After almost 2 straight weeks of fixes, they asked me to submit that info again, and restarted the whole worthless process. Get a dev involved, your help people are morons.
