Yes, the game explicitly names the Nightwatcher mask's attribute "Pulse Haste".
The game also explicitly names four skills as "Pulse": the Scanner Pulse, the Remote Pulse, the Jammer Pulse, and the Banshee Pulse. So from what the game tells us, there is no reason why the attribute would only affect one of the Pulse skills and not the others.
Yet, the Nightwatcher talent works only with the Scanner Pulse, but not with any of the others. Hence people ask (legitimately) if this working as designed (in that case the attribute would be better named "Scanner Haste" or "Scanner Pulse Haste"), or whether it's a bug (which is possible as long as the devs haven't clarified what the intended behavior is).
Not so hard to understand, is it?
