Your confusion is perfectly understandable. The developers are not against spacing. At least as far as I am aware they've never made any sort of official or public stance on it. However they have nerfed/adjusted tools that allowed someone to space. But for different reasons. Off the top of my head:
~Dodge into unlock roll was nerfed technically twice. The first being merely increased vulnerability to rolls. Which wasn't enough. So the second nerf happened. Which made it take longer to link into a roll, made it cover less distance, increased the vulnerability somewhere, and created an extra length on the time before you were considered locked on again. (which helped address the people who'd constantly unlock and sprint a short distance away only to re-lock and punish your completely reactable chase tool.)
This was unhealthy because it basically let everyone avoid any mix up on reaction and in some cases allowed you to actually punish the person trying to be offensive.
~Removal of diagonal dodges. Basically with some correct input timing you could make your character diagonal dodge instead of doing a side or back dodge. Which was problematic because it allowed you to avoid and punish things that were not doable before.
~Standardizing of back and side dodges. There were heros that could basically avoid anything on reaction simply because their dodge would put them outside the range of any potential punishment on an incorrect read of the situation. And there were heros that could barely properly avoid something like a dodge bash even if they timed it correctly simply because they couldn't move far enough out of the way to avoid the bash. The recoveries of these dodges were also later standardized as well. Which further nerfed back dodging forcing you to try and choose a side to avoid something rather than attempting to default to back dodge to avoid everything.
~Roll distance standardization. Not much to talk about. There wasn't much of an advantage or disadvantage. It was just weird and didn't make much sense.
~Standardizing of lock on walk speed. To my knowledge this is the only specific change they've made directly at spacing. Not every hero has the same forward walking speed. But it was capped at a specific speed so you couldn't have higher. Back walking speed however was standardized. The goal was to try and address how some heros (off the top my head shugoki,) could have their mix up negated entirely by simply back walking into a reactionary back dodge.
I feel like I might have missed one or maybe two changes to mobility. But yeah. They have adjusted your ability to "space" quite a bit. But they're seemingly not against people using space to make things more difficult. They just don't want it to be safe and super strong.
