Is Hard Wired still bugged in TU 8.5 or am I misunderstanding backpack talent?

Can some one confirm if the hard wired backpack talent is still bugged or if I'm misunderstanding how it is supposed to work. The first time I destroy or deploy a skill it refreshes my other skill. However the second time after the 10 second cool down it doesn't seem to work.It looks like it won't refresh again until the 20 second damage buff has also cooled down. To me this seems broken.

    To Reproduce
Use 4 piece hard wired with chest and pack. Use cluster seekers and turret
    1. throw seekers
    2. deploy turret - seekers are refreshed
    3. throw seekers
    4. wait for 10 second cool down indicator to disappear
    5. destroy turret - seekers don't refresh

You're not misunderstanding the mechanic. Though you don't want the 10-second cooldown icon to _disappear_ in step 4, you want it to fill up and become orange. Once it is orange, it will stay that way until you use it up.

However, I'm running a 4-piece HardWired build with seekers and a turret as my main build, and for me it usually works correctly. Occasionally it doesn't, so there's probably still some bug involved, but it's not a huge problem. I _think_ the problem occurs more often when my connection is slow and the game is already stuttering, but that might just be my imagination. I'm on PC, in case that matters.

Try to make sure that the Feedback Loop icon is fully orange before destroying the turret, and perhaps give it an additional second in between.

Default yes, but the backpack reduces this to 10.

Feedback Loop (the refresh of your other skill) becomes available after 10 seconds if you wear the HardWired backpack together with the chest and at least 2 other HardWired pieces.

The backpack talent reduces it to 10 seconds.

i only use 3 pieces, i keep my talent on chest that give a weapon dmg buff after 10 sec in cover, the backpack give me another 20% dmg to targer on status, and have pistol that headshot increase skill dmg for 8 sec. Works great in a squad.

Shock and Awe (Applying a status effect to an enemy increases total skill damage and repair by 20% for 20s.)

Overwatch (After staying in cover for 10s. Increase you and your allies total weapon and skill damage by 12s as long as you remain in cover or in a cover-to-cover move.)

i use HIVE, melting machine... already at 1.1millions without the buff.

Before the last update, the talent would work as described by OP (seekers not triggering). But only for the Turret/Seeker combo. Other combos worked correctly. Have yet to try this for the current update.

It works fine for me (10 seconds). How have you measured the 15 seconds?
