A month and a half is a good run, but the lack of loot to progress my character, the kind of dead zone we're in for the season (I like the season) with apparel event, 2 week old manhunt and a league which I can finish up in an hour or 2 after the reset, the horrible slog that is non existent fun to be had as a solo in heroic and the lack of changing up builds as a solo (skill builds) are fine in teams, but truly most efficient way to kill npc's is with an M1(which I love)
every other weapon is very second rate.
So Massive, start buffing all of the other gear and weapons, buff loot drops, set heroic back to where it was 2 or 3 weeks ago for solo's, work out a better schedule for the season, to keep it worth interacting with, make crafting relevant, give us another talent slot on another piece of gear(on holsters), give us optimization, or let us reroll 2 stats.
I truly enjoy the game in spite of it's many issues, but once it feels like the pursuit of improvement is gone or down to a minimal trickle at best, my desire to play will be gone too.

I don't think they could design the game to be more stingy, unrewarding and boring. I enjoyed the game when I was making progress, but the horrible loot, mismatched stats, and virtually impossible exotic drops have absolutely killed my desire to play this game. Who wants to farm a mission/CP 50 times to finally get an "exotic" with mediocre to horrible stats, or decent piece of gear? I'd rather shave my head with a cheese grater.
I might be the odd ball here, but I honestly don't care about loot all that much. Don't get me wrong - I wouldn't be opposed to having better gear, but not as a result of this kind of boring grind. I think Warframe did permanent damage to my ability to play for "extrinsic rewards" and hope RNG will give me the items I want. I'd much rather have the Division 1 Optimisation Station back, personally.
But to your broader point - no, Legendary is not fun. I don't think it's meant to be. Massive have themselves admitted it's aimed at only a small percentage of their player base. Of course, they made the same mistake Overkill did when introducing One Down / Death Sentence to Payday 2, in that they gated a bunch of rewards behind it. So, despite clearly not designed for your average player, now your average player insists on playing it and we're back in this mess. "Let's all laugh at an industry that never learns anything, tee-hee-hee."
If you're going to design a difficulty setting with limited appeal specifically for people looking for the ultimate challenge, DON'T PUT INFLATED REWARDS IN IT! If players want to play Legendary and Heroic, they ought to be doing so because they want the high difficulty. Players who don't want brutal difficulty should not be feeling compelled to play them. You don't always have to play on the highest difficulty available, and smart game design should communicate this to you.
